Opinion: NBI Confidential Agent Knows More About Goings-on in the Bureau
JALBONA INNATELY A GOOD MAN. NBI confidential agent Edilberto Jalbona, previously a resident of Sipalay City and who now resides with his wife in Barangay Mansilingan, this city, at first glance could, by his mien, be analyzed as somebody who is essentially good-natured and one who has an innate goodness. One would immediately know that he would and could not hurt people.
But Jalbona, an NBI confidential agent had a run-in with a regular NBI investigator and employee in the Bacolod office which for some reasons of his own, would not divulge the reason for the fallout between them.
But in a press release distributed to members of the media in Bacolod City, he told of how he was pulling in at the NBI office one day when the bureau’s agent Amormio Palencia berated him, broke the windshield of his car, pulled a gun on him and shamed him.
We have been writing about the NBI and reporting on issues affecting it for more than a year and in the process, we were able to know its desirable accomplishments and the utterly negative ones.
A REPUTATION SULLIED. On the whole, we were made aware that the bureau has had a good reputation and done many very good things insofar as its accomplishments are concerned.
As of late, however, in the days of the former chief, Mamerto Cortez and the one who replaced him, Jose Ermie Monsanto, unsavory reports about its doings were brought to our attention and several newsmen. The NBI previously had a fearsome reputation because it was doubly effective. Then we started getting news about several of its doings, that it was manipulated by some sugar planters’ leaders who got millions in the PNB’s collective deposits and with the assistance of the NBI chief, who of course was bribed and blamed instead innocent people. The case is still pending review what with the fact that complaints oftentimes depended on money being thrown around. Thus, its deterioration ensued with it victimizing vulnerable sectors such as Muslim traders who, of course, engage in the CD, VCD business which is a redundant one which would result in them subjected to pressures and blackmail. The intent of people in the bureau was dubious. The NBI, in fact, needs a cleansing process because mere confidential agents posing as regular investigators could resort to blackmail and extort money from unknowing people.
LEARNED DURING FORAYS INTO BUREAU MATTERS. These, we learned during investigative reportage on the bureau. It has come to our attention that in the past, a woman whose brother was murdered by somebody went to the bureau only to be victimized by a civilian agent who passed himself off as a regular one. This man did all kinds of shenanigans accumulating money in the process. Fertilizer dealer and even pimps were victimized by the NBIs to the guru. The transfer and replacement of the old chief did not have any effect. The new one equaled or did even worse than the old chief.
BUT BACK TO JALBONA. We are digressing from the main topic and straying off. Jalbona raised his hands while being led to the NBI office by Amormio Palencia who, many people say, had all kinds of excuses so he would not go on NBI operations because he was dead scared he would be a casualty, many say. He would show up when it was over, the operations, we mean.
So, it came to pass that just recently, Jalbona received a document in which he was being accused of misdeeds in the main NBI office by Monsanto. Earlier, he was ordered to solicit money or “funds” for a shootfest among other things, in Manila. He complied.
The shootfest was in the name of national NBI chief, the former bureau chief now relieved, Magtanggol Gatdula. The rest is reported or has been reported in local newspapers. One can read it from there. The public should assist in cleansing the bureau now or we would be the ones on the losing end.
