Oplan Bayanihan, paradigm shift, whole nation approach, peace and development approach, and other approaches of the AFP, have all failed. Thus said Ka Frank, spokesman of the NDF-Negros in an emailed press release. He said, the NPA and other revolutionary forces in Negros has successfully confronted, resisted and frustrated and will continue to frustrate Oplan Bayanihan. The strong and sustained combat military operations, intelligence and CMO of the AFP and PNP that they have perfumed in the psywar have all failed. While the NPA has preserved itself and accumulate strength, maintained the guerrilla fronts and the mass base and the organs of political power in the countrysides, gain victories in launching tactical offensives and agrarian revolution,

the united front has expanded, especially the basic alliance of the workers and the peasants, and the leadership of the Party has strengthened.

On the other hand, the rebel returnees have been enjoying life with the livelihood assistance provided by the local governments. The rebel returnees are surrenderees who want to live a normal life with their families. Ka Frank also stated in the PR, this 2012, more than 60 progressive forces were slapped with arrest warrants made in connivance with military and police officials.*
