Opinion: Are PWDs Not a Priority of City Hall?

We have been hearing disturbing news from City Hall and the City’s Department of Social Services about the preparation of the PWDs’ WEEK this July.

It is apparent that preparations for this celebration is moving at a snail’s pace, all because the DSWD is claiming that they have no funds to spare for this activity. In fact, we have heard from a very reliable source that the City’s DSWD is even contemplating to just hold half day of PARLOR GAMES instead of the one-day Paralympics with the reason that they do not have any funds to spare. Parlor Games? Are these PWDs young children? Where is the ONE PERCENT of the City’s BILLION budget which is mandated by law which amounts to FIFTY THOUSAND FOR THE PWDs and the other half to the senior citizens? Where is the love, concern and respect that is supposed to be accorded to all PWDs?

Actually, where is Councilor Em L. Ang, who is supposed to be the chairperson of social services in the City Council? Is she, as usual sleeping, since she was elected Councilor of this City? Is she, as usual PROCRASTINATING to the detriment of her constituents?

The fact is, as she engages in a lot of social activities and posing for pictures, WHAT HAS SHE ACCOMPLISHED as one of the City Councilors of Bacolod City? Where are the promised projects that she would embark on, which she promised during her campaign for her present office? Ano? Pagwapa, gwapa na lang?

She made it a major accomplishment when she boasted that she had presented SEVEN RESOLUTIONS to Mayor Evelio R. Leonardia, which she alleged could uplift the quality of life of PWDs in this city? When I confronted her to inquire as to what happened to the resolutions, she answered that the Mayor has not yet acted on them! Also, she said that she cannot persist in pressuring the Mayor to act on her resolutions as she is AFRAID THAT THE MAYOR MIGHT GET MAD AND DEPRIVE HER OF THE PERKS THAT SHE IS PRESENTLY ENJOYING!

One can perceive from these answers that she is not a sincere, dedicated and committed public official. Has she become a hypocrite? Ano siya dira sa City Hall? A DECORATION ONLY?

One can conclude that WITH THE WAY THAT SHE IS NOT WORKING FOR THE BEST INTERESTS OF THE PWDs and their welfare that she just fooled the electorate during her campaign that she is only concerned about her own welfare and nobody else! Does this go to show that she is SELF-CENTERED? Or, in other words, she is SELFISH?

Another thing is, WHERE IS THE PROMISED OFFICE AT THE NGC FOR THE DISABLED?

What is now surfacing rapidly is neither the office of Mayor Leonardia and Vice Mayor Sayson "AY WALANG PAKI" SA MGA BULAG, PI-ANG KAG SA MGA DISABLED? Perhaps, even for the senior citizens also!

We are pretty sure that in next year’s elections, these officials, more particularly Mayor Leonardia who is running for Congress, Vice Mayor Thaddeus Sayson who is running for Bacolod City Mayor, Em L. Ang, Cesar Distrito and the remaining city councilors of Partido Progreso will incur the ire of PWDs and actively campaign against them.*
