RUPERTO ‘Pert’ TOGA
President/Editor in Chief

A multi-awarded and well-travelled media practitioner who had been with the community press since 1960. Now on his 50th year in community journalism, he started as news reporter when the Negros Bulletin then a weekly, started publishing in September, 1960, now on its Golden Year, and still counting.

ROLANDO LOPEZ ESPINA

He is former President, Negros Press Club who also headed a number of media organizations in Metro Manila, including the National Press Club of the Philippines where he was former director and vice president.

William Henry Obregon Streegan is a two-time president of the Negros Press Club and a veteran journalist who distinguishes himself as a hard-hitting, no-nonsense practitioner, experienced mediaman, both in column-writing and the management aspect of newspapering.

ARMAN PELAYO TOGA

Arman, eldest son of the NDB editor-in-chief, is a product of the Negros Press Club (NPC) scholarship program, having studied at La Salle-Bacolod through the NPC-Aurelio Locsin Memorial Foundation, Inc., educational arm of the NPC during the first term of NPC Pres. Ruperto G. Toga, where several aspiring journalists (more than 100) in a period of 10 years, were sponsored by the foundation.

A Recollection

You cannot fully appreciate something you don’t know. Just like how the Negros Daily Bulletin came into being and persevered for 50 years - first a weekly, a bi-weekly, thrice weekly, and finally, a daily paper, all in a span of five decades.

A recollection of those long and arduous years, will give us a better view of this pioneering community newspaper and truly appreciate the sacrifices, the struggles and taste of triumph that its founders and advocates have gone through.
