Arman, eldest son of the NDB editor-in-chief, is a product of the Negros Press Club (NPC) scholarship program, having studied at La Salle-Bacolod through the NPC-Aurelio Locsin Memorial Foundation, Inc., educational arm of the NPC during the first term of NPC Pres. Ruperto G. Toga, where several aspiring journalists (more than 100) in a period of 10 years, were sponsored by the foundation.

Most of the scholars, children or dependents of NPC members, studied Journalism and Mass Communications, a few with Silliman University and several others at University of St. La Salle-Bacolod and UNO-Recoletos. Arman as media practitioner was elected Vice President (for 2 consecutive terms) of the Negros Press Club.

Later, he was elected Trustee for the Visayas of the Philippine Press Institute (PPI), an association of about 100 newspapers represented by publishers or editors all over the country.

He was news stringer of the Philippines News Agency (PNA) covering Iloilo and Panay Island some years ago, and currently covering for PNA in Bacolod and Negros Occidental.

He used to contribute news and columns for weekly and daily newspapers based in Bacolod and in Iloilo and was also news correspondent of a number of publications and broadcast media outlets based in Metro Manila, and was hosting a local cable TV program.

He is now serving as editor of the Negros Daily Bulletin where he also writes a regular column titled "Freelancer" and moderates the well-read section, FROM THE READERS, a daily feature receiving feedbacks and readers’ comments through sms, on vital public issues and controversies being discussed in media and other forums.

He is also handling corporate communications and publicity undertakings.*
