PPPP eyed to renovate Prov’l Admin Center

The Sangguniang Panlalawigan (SP) of Negros Occidental has approved a Private, Public Partnership for the People (PPPP) venture for the renovation of the Provincial Administration Center, said Vice Governor Eugenio Jose Lacson.

The SP approved a PPP for the People (PPPP) ordinance following the template of the Department of Interior and Local Government (DILG).

Lacson said the PPPP will be an avenue where the provincial government can partner with the private sector for infrastructure, health and other joint ventures.

The vice governor pointed out that while the SP had already approved a budget for the renovation of the Provincial Administration Center, work has not started in the light of a proposal for a PPPP venture.

Under the PPPP proposal, the PAC will be replaced by a high-rise building where the first two floors will be used for commercial purposes and the rest of the floors will be utilized by provincial government offices, he said.

Another proposal is that a private sector group can finance the renovation in exchange for the use of the commercial spaces, Lacson said.

He said that there are about three proposals being considered, including a build operate and transfer scheme.

He also said that the national government always reminds local government units to work at increasing their revenues.* (NDB)
