Gasataya to Submit to Congress Bacolod Drivers’ Position Papers vs. Jeepney Modernization Plan
Once the Congressional Committee on Transportation Technical Working Group convenes this week, Bacolod Congressman Greg Gasataya will submit the position papers of the drivers in the city expressing their sentiments against the implementation of the Omnibus Franchise Guidelines.
According to Gasataya, the House Committee on Transportation chaired by Rep. Cesar Sarmiento, has decided to defer the implementation of the Omnibus Franchise Guidelines pending the creation of a technical working group that will further study it.
Gasataya also said, he received the position papers dated June 19 from the different transport groups in Bacolod, in line with the Omnibus Franchise Guidelines of the Department of Interior and Local Government (DILG) and the Department of Transporation (DOTr).
The transport groups are opposing the implementation of the OFG’s Jeepney Modernization Plan of the DOT that will effectively ban all jeepneys 15 years and older from plying the streets. The reason the House Committee on Transportation decided to defer its implementation until such time that a technical working group is created to further study the OFG, which is supposed to take effect on July 19. The transport groups staged a striked last month.
TWG, he said, should study the age of the vehicles which they plan to phase out. It should also consider the coordination between the DOTr and local governments, as well as the subsidy the government is proposing to allocate for the implementation of the program amounting to about P250 million.”*
