As TFK Readies Filing of Complaints vs. DPWH, Edison on Mangrove Destruction, Etc. Gasataya to Look Into the Matter

An anti-graft and corruption group based in Bacolod City is finalizing the drafts of its complaints and charges it is filing against some officials of the Bacolod City District Engineering Office and Edison construction firm responsible for the illegal cutting of mangrove trees, and other alleged anomalies, involving the P148 million flood control project at Gatuslao Extention in Barangays 1 and Mandalagan in Bacolod.

At the same time, a pro-environment body told Negros Daily Bulletin (NDB), it is also readying its own complaints to be submitted to various national agencies regarding alleged violations of the engineering office and the contractor.


Behind such developments, Bacolod Congressman Greg Gasataya confirmed last night to NDB the ongoing project.

Gasataya said he will look into the issues surrounding the multi-million-peso project.

Asked on the status and other details about the project face to face with the complaints against DPWH BCDEO head Engr. Abraham Villareal and Edison executives for the destruction of the mangrove, among others, Gasataya said “I will look into the concerns.”

He said it was during the time of former Cong. Bing Leonardia, now city mayor, when the project was realized.

A local DPWH engineer, meanwhile told NDB yesterday morning that Cong. Gasataya and Engr. Villareal “has an (alleged) understanding” regarding the project.


Task Force Kasanag (TFK) national commander, John J. Chiong yesterday told NDB his advocacy group is finalizing the drafts of its complaints and charges it is filing before the Ombudsman, the Office of the President, DENR and DPWH Office of the Secretary against DPWH-BCDEO head Engr. Abraham Villareal and some of his staff, and executives and officers of Edison.Development and Construction.

The concerned citizen who revealed this matter to NDB and accompanied this writer to the site of the project to show the destruction to mangrove plantation, (requesting anonymity) also sought TFK’s help, saying he believes that task force commander Chiong can bring his concerns to the appropriate national agencies for immediate action.

Chiong, on his part told NDB, President Rodrigo Duterte’s advocacy is against graft and corruption and environmental destruction, “so this is where TFK is best suited, because this is also our advocacy.

EDISON. TFK commander Chiong also said his group already has the names of the officials of Edison Development and Construction which is based in Manila that is also involved in other major projects in Metro Manila.

“It’s just a matter of days and we will personally file with the Ombudsman and personally hand over the complaints to various national offices, based on the written complaints of concerned citizens, against Villareal and Edison officials.* (Arman P. Toga)
