With the aim of keeping Victorias City drug free, Mayor Francis Frederick Palanca and officers of the Victorias City PNP implemented a surprise random drug test last Jan. 20.
The city officials, heads, employees, and police participated in the test at Don Alejandro Acuña Yap Quiña Arts and Cultural Center after the city’s flag ceremony.
The Philippine Drug Enforcement Agency (PDEA) yesterday assailed the evil influences of illegal drugs to a peace-loving and law-abiding citizenry of our civilized society that should be avoided and condemned.
This was the assessment and call on responsible citizens to join hands in the overall objective of the government to save our modern society especially the young from ruin and annihilation which is a logical consequence of drug addiction.
Lawyer Ronnie Delicana, PDEA regional director for Western Visayas issued the appeal during the 10th anniversary of the "Dalangpan" Treatment and Rehabilitation (TRC) in Victorias City, Negros Occidental. He called on civic-minded Negrenses and Visayans, urging heads of local government units (LGUs) to support the rehabilitation center in its laudable mission of caring for patients of drug and substance abuse so they will soon return to their communities as normal citizens and become productive members of civilized society.
The Negros Occidental Drug Rehabilitation Center (NODRC), otherwise known as Ang Dalangpan TRC will celebrate its 10th anniversary and Family Homecoming at the NODRC Compound in Victorias City on March 20, 2013 which will be marked with the awarding of Plaques of Appreciation to the 1st NODRF Board of Trustees, Achievement Awards, Service Awards, Founder’s Awards, Special Awards and Merit Awards.

The Treatment and Rehabilitation Center, which has been duly accredited by the Department of Health (DOH), and the Dangerous Drugs Board (DDB), seeks to provide a safer and better place for substance depen-dents with equal opportunities in developing their potentials, empowering them to become effective and productive citizens of our society.

The reorganization of the Provincial Anti-Drug Abuse Council (PADAC) is seen to win fight against drug abuse.
The council which held its first meeting reactivated the PADAC by virtue of Executive Order 12-014 Series of 2012 chaired by Governor Alfredo G. Marañon Jr., Vice-chaired by Negros Occidental Provincial Police Office Director PSSupt. Milko D. Lirazan with 19 regular members from various government agencies and non-government organizations.
Retired Admiral and newly appointed Executive Director Jorge Necesito of the Dangerous Drugs Board (DDB) was key resource speaker during the last June 5 forum which was part of Victorias City’s efforts to curb the "demonic menace" of illegal drugs seriously affecting and threatening their 21 Barangays, according to police reports.

In a forum held last June 5 at the Victorias City Hall, enforcement agents Alexander Muñoz, Victorias Police Chief and Atty. Ronnie Delecana, Legal Officer of Region 6 Philippine Drug Enforcement Agency (PDEA 6) expressed dissatisfaction over the reactions of stakeholders involved in the fight against illegal drugs.
