Villamor on CSC Decision
‘WE WILL EXHAUST LEGAL REMEDIES’The city government of Bacolod under the leadership of Mayor Monico Puentevella firmly believes that "No decision of the Civil Service Commission (CSC) is deemed final until we have exhausted all legal remedies!"
This was the reaction of City Administrator Atty. Rolando Villamor yesterday in an exclusive interview with NDB concerning the three cases decided upon by the Civil Service Commission. Villamor stated that: "To our mind, the three decisions promulgated by the Civil Service Commission are not yet final. Our response to them is that we have filed and will file cases before the Court of Appeals requesting and praying for a reversal of said decisions."
Villamor added, "In the field of management, there is such a principle known as "management prerogative" which mandates that management or the present city administration has the absolute right to hire, fire, demote or dismiss any employee or officer who is not considered essential to the realization of the objectives of its goals and objectives.
The people involved in the CSC decision are not considered vital towards the attainment of the objectives of the Puentevella administration. "We feel that Mayor Puentevella has every right to form his own dynamic management team. We already have come across many deficiencies of the previous city administration and we feel that the only way we can effectively manage the affairs of the present city administration is to place in each office loyal and effective officers and employees."
He added that, "We have sought and appealed for the intervention of the Court of Appeals and; if the need arises, we will seek recourse with the Supreme Court."* (W. Henry O. Streegan)
