2nd PCL Convention Slated in Bacolod City
The Philippine Councilors League (PCL) Credit Cooperative will hold its 2nd PCL Credit Cooperative National Summit and General Assembly on August 20-22 2015 at the SMX Convention Center, Bacolod City, Negros Island Region.

This was disclosed by PCL National Vice Chairman Summit and Assembly Director Councilor Wilson Gamboa, Jr. who also explained that attendance to this Summit is an opportunity to become member of the PCL Credit Cooperative.
In a letter signed by Gamboa to all Provincial, City and Municipal Local and Municipal Cooperative Development Officers, it read “The theme ‘Kooperatiba ng PCL ay Palakasin, Kasapi Paramihin’ is relevant to the thrust of hastening the growth of the Cooperative and to make this privilege available to all whether separated or incumbent including spouses and family members.”
In a Memorandum Circular no. 2015-82 signed by Department of Interior and Local Government (DILG) Secretary Mar Roxas, it enjoined all City Mayors and Municipal Mayors to allow their respective Sangguniang Members and Cooperative Development Officers to participate in said summit “on official business”.
The memo circular signed by Roxas highlighted topics to be tackled in the summit detailed as technical sessions on the salient features of the new Cooperative Implementing Rules and Regulations, updates on the latest bills in Congress affecting Cooperatives, presentation on the plans and programs of the PCL Cooperative’s Leadership as well as the ratification of the Coop Lending Policy.
The Summit on August 20-22 is open to any cooperative officers and members with a registration fee of P9,800.00 per cooperative participant; which entitles the registered participant to a certificate from accrediting training agency, snacks, lunch, benchmarking and accommodation.
The DILG Secretary’s July 24, 2015 memo circular on the other hand, reads that payment for applicable traveling expenses and a regulation fee, if any, to defray the costs of hotel accommodation, meals and program materials per participant may be authorized chargeable against local funds subject to availability thereof and to the usual accounting and auditing requirements and to all pertinent laws, rules and regulations.
The traveling expenses and registration fees of local government participants shall not be charged against the 20 percent component of the Internal Revenue Allotment or from wherever source which may prejudice poverty reduction efforts.*
