SP to Start Hearings on Oct 20
The Sangguniang Panlalawigan (SP) of Negros Occidental will start budget hearings on October 20, Board Member Salvador Escalante yesterday said.
Escalante, chair of the SP Committee on Finance , said that during their meeting yesterday, they took up the schedule of the budget hearings.
“We have agreed to start the hearings on October 20 as October 19, a Monday is a holiday here in Bacolod as it is Charter Day,” he said.
The hearing on October 20 will be whole day and will resume on October 21 the next day in the morning only and on October 25 also a whole day hearing, he said.
Escalante described the scheduling of the budget hearings as “marathon hearings”.
“My request is Thursdays and Friday but some officials go home to their districts during those days,” he added.
“Based on the comparison of the budget proposal for this year and last year, are almost the same except for the new Hospital Operations because we had adapted the new criteria of the Department of Health. From about P7 million to over P1 billion,” he pointed out.
The proposed 2016 budget for Negros Occidental is P2,884,929,000 or P247,099,000 more than the 2015 budget of the province.
As in every budget deliberations, the SP always requests that the budget for the 20 percent development fund, five percent calamity, five percent peace and order fund and five percent gender and development fund, Escalante said.
During the budget hearings, the department heads will defend their respective budgets, he added.*
