Bacolod SP Urges Legal Compliance of New BACIWA Wells

The Sangguniang Panglunsod (SP) approved a resolution filed by Councilor Wilson Gamboa, Jr. last July 12, 2017 enjoining the Bacolod City Water District (BACIWA) to comply with all environmental and other related laws in the operation of existing and construction of six (6) new production wells.

The Gamboa Resolution detailed various legal provisions for BACIWA to comply, among others these are, Section 4 of Presidential Decree 1856, Article 13 of the Water Code of the Philippines, Section 26 of the Local Government Code, Section 27 of the Local Government Code.

Gamboa explains stand on P8M budget for BCGEU

Councilor Wilson Gamboa, Jr. clarified last week that his intention of enjoining the Bacolod City Government Employees Union (BCGEU) through its president Atty. Allyn Dignadice was not to deprive casuals and job-orders employees of benefits, but for the organizing entity which is the BCGEU to account for its financial, outcome and accomplishment using said amount.

‘Am I being disrespectful?’

How can I be disrespectful when I sent official notices to all concerned including all Councilors of the committee hearing dated October 27, 2017, before the conduct of the public hearing on November 9, 2017? Why did they complain only after the Public Hearing was conducted?”

This was the reaction yesterday of Councilor Wilson Gamboa, Jr. on the press statement of Councilors Caesar Distrito, Em Ang, Cindy Rojas and Dindo Ramos accusing him of violating the Bacolod City Sangguniang Panglunsod (SP) Internal Rules when he conducted a Public Hearing on House Bill no. 5857 declaring June 18 of every year as the Bacolod City Charter Day, instead of October 19 of every year (R.A. 7724), filed by Bacolod Congressman Greg Gasataya.

Gamboa to Distrito: ‘It is my sacred duty to call for a public hearing’

“I owe it to the people of Bacolod City that when confronted with issues concerning their interest and welfare, I will be a Councilor who will be judicious, apprised, properly informed and enlightened,” Councilor Wilson Gamboa, Jr. said yesterday after fellow Councilor Caesar Distrito issued statement criticizing him for conducting a public hearing last November 9, 2017.

He stressed, “There is no rule or any provision in the Internal Rules or any Laws that prohibits any member of the Sangguniang Panglunsod (SP) to conduct a public hearing on matters involving public interest, moreso, if the issue is related to his/her committee.”

Gamboa, currently chairman of the SP Committee on History, Culture and Arts conducted a public hearing on the proposed House Bill no. 5857 declaring June 18 of every year as the Bacolod City Charter Day, instead of October 19 of every year (R.A. 7724), filed by Bacolod Congressman Greg Gasataya.

Public Hearing Set Today on June 18 as Bacolod Charter Day

A public hearing on declaring every 18th day of June in Bacolod as a Special Non-Working Public Holiday to be known as Bacolod’s Charter Day, will be held at 9:00 a.m. today, November 9.

Councilor Jun Gamboa said the hearing is on the proposed House Bill No. 5875, known as “An Act Declaring the 18th Day of the Month of June of Every Year a Special Non Working Public Holiday in the City of Bacolod to be Known as “Bacolod City Charter Day”.
