La Carlota City Employees, Gov’t Officials Undergo Surprise Random Drug Test
More than 700 employees , permanent, regular, contractual, casuals, plantilla, group employment including City Government officials underwent surprise random drug tests at the closely guarded with La Carlota City Police Station PNP personnel at the main entrance of La Carlota City Gymnasium Tuesday.

Mayor Luis Jacky J. Jalandoni III spearheaded the random drug tests together with Vice-Mayor Rex R. Jalandoon, Sangguniang Panlungsod members Karen L. Aguirre, Amalia Aguirre, David T. Baga Jr., Jaime Manuel Mariño, Jose Luis Jalandoni, Arnaldo Ledoy Miravalles, Zaldy Pernito, Richard Sebastian Benedicto, Julian Chiang, Jacob Liansing, ABC President Elmar O. Aries and all department heads of the local government units of La Carlota City.
The drug tests were facilitated by Drug Check Philippines Inc. with main office at Rosario Ortigas Arcade No. 42 Ortigas Avenue, Extension, Pasig. The whole day activities was facilitated by Medical Technologists and about 20 personnel headed by Aladin Panizales, Account Executive; Dr. Charles Michael A. Buyco represented by Medtech Analyst Elda Hinola, Edgar de Leon , among others , who accompanied the employees to the comfort rooms. The validation results will take 2 weeks from the Department of Health.
Random Drug Test refers to “unannounced schedule of testing with each employee having an equal chance of being selected for testing. “ Basis of the random drug test is R.A. 9165 (Comprehensive Dangerous Drugs Act of 2002) which requires the employers to have their officers and employees undergo random drug testing in compliance with their workplace rules and regulations.
Officers and employees of public and private offices, whether domestic or overseas, shall be subjected to undergo a random drug test as contained in the company’s work rules and regulations, which shall be borne by the employer, for purposes of reducing the risk in the workplace. Any officer or employee found positive for use of dangerous drugs shall be dealt with administratively which shall be a ground for suspension or termination, subject to the provisions of Article 282 of the Labor Code and pertinent provisions of the Civil Service Law.
Mayor Jalandoni said, “This is in response to the call and full implementation of our President Rodrigo Duterte on his campaign against illegal drugs and for a Drug Free La Carlota City. To clear the name of La Carlota City against illegal drugs especially our local government officials, employees and department heads. This is also in observance of the Civil Service Month Celebration”. He likewise lauded the full support and cooperation of everyone.
Vice-Mayor Dr. Rex R. Jalando-on also said that the employees should “explain to the City Mayor immediately if you are not present in this surprise random drug test and I hope that no one will have positive results,” he pointed out.
